Yesterday's election; a disguised victory for dissidents "by the hair of voter’s chinny-chin-chins.”

While the town council and its sycophants may revel in victory; Joakim and Chirigotis’s wins were hollow, as voters in the western part of town opted not make change piecemeal, but instead toss them all out on their ears.

Sixty percent of “YES” vote on the new charter came from precincts 2, 4, 6, 13, and 10.

Precinct 13 voters already recalled their councilor, Greg Milne, leaving them no other means to retaliate against town hall but to vote for the new charter.

Precinct 2, 4, 6, and 10 are in Centerville and Marstons Mills, home to the new $166 million sewer plant which when the added costs of $2 million per mile sewer construction will result in $600 - $700 per month sewer bills.

Only three in ten of the near 1,000 voters who turned out in precincts 1 and 7 supported the new charter.

In contrast 40% of the "NO" votes to the charter came from precincts 1, 5, 7, and 12 where sewer expansion was not controversial.

Compare the results in precincts threatened with $100,000 - $150,000 betterment liens, to Barnstable Village (Precinct 1) and Cotuit (Precinct 7).

Fred Chirigotis and Janet Joakim, combined, squeeked by with a total of 100 votes, but voters showed their dissatisfaction with the council by opting to dump them all.

During the next two years the council will be busy setting the table for the new charter that will become effective in 2011.

The new charter will change the dynamics for electing the council with the trimming of 13 separate precincts into 5 council districts.

The five larger-size precincts will elect five “district councilors” which means, should any of the current council want to remain in local politics, they’ll have to do battle with one or more of their peers, because five council seats will be elected “at-large” or by all the voters.

The ninth council member is the Council President, who will be also elected at large

Although it was her first run for political office, the biggest winner in yesterday's election was Tina Carey who became the "darling" of thousands of voters throughout town. 

Tina proved she is a "natural", and should she stay involved will probably be the favorite for Council President.

Taking a look at the new charter, a simple "tweek" by the council could convert the Council President into a mayor without the need for a new charter commission as all the elements for an elected chief executive are there.

Interestingly the common enemy of people throughout the state, the Massachusetts Department of Environmental Protection (DEP), got a dirty licking from the Governor, a number of Massachusetts communities, in its attempt to set water usage for 11,000 miles of rivers and streams in the state when it voluntarily withdrew it's water usage regulations

This is the same agency that set the per-student water usage levels that resulted in the construction of waste water treatment plants at the Barnstable Community Charter School in Marstons Mills, and the Oak Ridge and Forestdale elementary schools in Sandwich.

The DEP’s formula turned out to be 900% overstated, and subsequently tossed into the round file, after costing the two Cape communities millions.

Today a 30-home development is connected to the Marstons Mills School’s waste water plant, and honey wagons have dumped their loads directly into the two Sandwich Schools/Sewer Plants.

The DEP, AKA, Massachusetts Estuaries Project, is also determining Total Daily Maximum Loads (TDML’s) for nitrogen in 89 state embayment’s, including Barnstable, and is mandating town-wide sewer expansion at a cost of $1 billion to be financed by 100% betterment liens on individual homeowners.

The same DEP has for two months refused to allow me as a "file review" to view the results of a recent environmental analysis of the level of hydrocarbons, lead, phosphorus, and nitrogen in Upper Gates Pond at the airport which is unquestionably the dirtiest and filthiest body of water in the entire United States.

The pond bottom is so full of lead, the airport’s engineers from Horsley-Whitten advised the Cape Cod Commission to just leave the killer pollutants in tact lest they poison the Hyannis water supply forever.

The same pond is a vernal pool (kettle hole) which is surface water of the groundwater that discharges nitrogen and phosphorus into Lewis Bay and Hyannis Harbor.

A 2001 analysis by Bay State Engineering characterized the pond as eutrophic without disclosing the levels.

Ironically in its preamble the new charter references the DEP; “inhabitants wishing to participate most fully in exercising the rights and responsibilities of local government,

and praying for the minimum of interference from the yet larger state.”

The Greek Mafia may be entrenched as the "big fish" in the little pond of Centerville village.

Let’s see how strong the Greeks are in a pond that encompasses three precincts.

Yesterday’s election may not have resulted in the win we expected, but nevertheless it’s a decisive win for the people who won’t have to deal with parochial town councilors like Janet Joakim, Fred Chirigotis, Janice Barton, Jimmy Crocker, James Tinhorn, James Munafo, Harold Tobey, Tom Rugo, Ann Canedy, Greg Milne, and Henry Farnham a year from now.

The good news is the airport will answer to the Council President, who just might comply with the law by declaring the Kmart Mall lease extension null and void by not complying with MGL 44, Sec. 53f 1/2.

Perhaps the Council President will order Upper Gates Pond to be pumped out and capped with impermeable clay just like the hazardous waste dump it is, thereby preventing countless future Hyannis cancer victims.

I see yesterday’s election result as a precursor of a far better government.

Good work on the MA DEP. The hysteria about Nitrogen from Septic Systems will bankrupt thousands after which they will find that the ole septics were only a small contributor of Nitrogen to the embayments.

Same old crap, Massachusetts, the make work state, will reduce us to making cocktail umbrellas for the Asians in a few years.

Bringing Milne to justice is not hope. Stewarts Creek homeowners have no other choice but to sue.

Pay a little today ($50), or pay a whole lot later ($240 a month for next 240 months).

Gary is right. The good people from Stewarts Creek MUST now unite. Folks, MANY of us TRIED to help you all. We helped three candidates try to get elected. These 3 people did NOT run against candidates but rather they ran against this MACHINE! And this IS a machine.

Say what you want about John Mr. Manager Klimm but this man is like Menino. Klimm IS the great POLITICIAN. But remember of course that at least Mumbles was ELECTED and he has had to KEEP getting RE-ELECTED! Klimm is appointed and IF we had gone to a Mayor, he would have gotten his ass kicked, for sure!

according to the paper today so far no one is coming forward to challenge the vote, yet. clark and his crew will surely step forward. clark will be back at the dump no doubt this weekend. the dump is where they all belong
